Episode 11:
SUIT UP — Arsenal (Colton Haynes) and Diggle (David Ramsey) confront Laurel (Katie Cassidy) about trying to step into her sister’s shoes and warn her to stop before she gets herself killed. However, when Brick (guest star Vinnie Jones) kidnaps the city’s Aldermen and threatens to kill them all unless the police evacuate The Glades, it’s all suits on deck. Meanwhile, Ray (Brandon Routh) steps in to help Lance (Paul Blackthorne) and the police force fight Brick, showing Felicity (Emily Bett Rickards) a new side of her boss. Malcolm (John Barrowman) tells Thea (Willa Holland) that Ra’s al Ghul (Matt Nable) is after him and his family and they must leave town immediately. Felicity talking to Oliver about the duel. She says she's terrified you won't kill him. Ra's will use your humanity against you. He says you're right, I'll stay. You sure? He says he loves her and they kiss. Then he's bleeding and impaled again. Oliver's nightmare. He wakes and gets out of bed. Maseo is outside. Tatsu is making something. She gives him something to drink. She says he should be dead. He asks if she knew Maseo would bring me here? Didn't realize you two were still in contact. We're not. Maseo comes back in and says you are in no condition to stand. He helps Oliver back to bed. Maseo will return to Ra's after the storm. Maseo says you should be concerned with your home and what has become of it in your absence.
Bad man chasing a woman. Black Canary shows up. Tells the girl to run. She goes after the guy with a staff and gets her arm cut. Arsenal saves her. We should talk.
Roy stitched her up. He's not great at it. He says what the hell are you doing out there? This isn't how you deal with grief, Laurel. This is how you get killed. Diggle comes in and says she's certifiable for wearing Sara's mask. Laurel says people fear the Canary. No, they feared your sister. Yeah. But she's not here anymore.
Ray and Felicity. Ray is going to meet with the mayor. The suit doesn't have lasers, they're compressed hard light beams. LOL. She says she's not changing her mind about helping him. Let's go.
Thea at Verdant. The DJ asks if they're cool. She's been avoiding him since the kiss. Limo comes. It's Malcolm. Why aren't you packing? She says she can't without Oliver news. He says we're in danger. Get in the car, Thea. No, not until you tell me the truth. You're not ready for the truth. Then I guess I'm not leaving Starling City. Roy sees Malcolm leave.
Laurel and Captain talk. He says your sister is back in town. Assuming because of report of the Canary. Mayoral meeting about Brick. Ray arrives. He made a donation to the PD, but we need to call the National Guard. Brick and his men charge in. Take the mayor and the aldermen. Says kill the rest. Ray and Laurel and Lance and Laurel fight the remaining men.
The mountain. Oliver drinking more tea. Maseo goes back outside. Oliver tells Tatsu you can't let him go back the League. She says Maseo blames himself for what happened. The line between grief and guilt is a thin one.
Hong Kong 5 years ago. Oliver and Maseo in a club. Triad front. They're grabbed and China White says you're late. Maseo says I want to see my wife. When I see she's live, then you can have the Alpha. Tatsu brought in.
Laurel and Felicity. She says the Arrow is gone. He says, but Sara's back. You didn't know? I've been living under a rock these days. He says ask her to give me a call. Yeah, will do.
Laurel interrogates a criminal about Brick. Pressures him. Plays hardball. He says stop, I'll tell you!
Malcolm at the apartment. Roy comes to see him. You need to stay away from Thea. I'm not letting her go anywhere with you. You had her kill Sara. Malcolm says Thea will never know. Roy says she'll figure it out and you'll lose her. Malcolm says this is a family matter and you are not family.
Ray and Felicity. She cleans his cut. He says the ATOM project has become about protecting people he cares about. Like her.
Roy and Laurel suit up now they have a location. Diggle says she should stay. She won't. She knows she's not Sara, but you lost a brother. Thought you of all people would understand. Diggle tells Roy to stay close to her.
Attack on Brick. Laurel tries to get the hostages out of the van. Diggle tells her to watch her six. Brick comes up behind her and says lucky for you I don't like hitting women. Roy shoots Brick with an arrow when he's trying to escape. One of the Aldermen dies for it. Laurel is stunned.
News broadcast about Brick. Laurel comes back to her father. There's footage of the Canary and Arsenal. He asks about Sara. Brick calls for the Mayor. He quotes Shakespeare, Julius Caesar. He says they're going to parlay. She says she doesn't negotiate with terrorists, especially not in person.
Malcolm comes to apologize to Thea. He tells her Ra's Al Ghul has marked me and my family for death. For The Undertaking. You're all I have left, Thea. Please let me keep you safe.
Felicity comes to Laurel. Are you okay, Canary? Laurel says Brick killed someone in front of me. I thought being Sara would make it hurt less, but it caused more pain. So you don't have to worry. I'm not putting on that mask again. I'm not strong enough to fight for Sara. Felicity says maybe it's not for Sara or Oliver. We're doing it for people still alive. Laurel says I thought you quit.
The meeting. Brick arrives. Ray is with the Mayor and Lance. Brick says you can't fix this with money. Mayor says say your piece. Brick's terms is clear out of The Glades. You have until midnight tomorrow. Lance says we won't abandon an entire district. Brick says they did it in LA. Besides, you don't want more Aldermen deaths on the news, do you.
Lance calls Felicity. We need the Arrow. Are you sure he's gone? Yes. But I think I know where to find the Canary. She's still with Laurel.
Maseo prepares to leave. Oliver tells him he doesn't need to go. Tatsu tells him she loves him no matter what he thinks he's become. Outside, the League is here. 3 assassins come in. Maseo says he followed tracks here. There's no one here. I was just about to go. Tatsu is found. The two of them kill the assassins.
Hong Kong - Maseo hands over the serum. It's a fake. Kill them all. Fight breaks out. Maseo and Oliver run after Tatsu.
Roy feels guilty. Diggle pours drinks. Don't take this on yourself. That was Brick. Sometimes Oliver would pour this and say a Russian word. To Oliver. Toast and drink. Rpy says we can't do this without Oliver. Felicity says I was wrong. She and Laurel say the Mayor is going to cave. People need us. Diggle says okay, first we need to find the Aldermen.
Mayor tells Lance to give the order. He says you do it. I won't be part of it. Laurel calls him with Sara's voice. Says she's fine and I'm here to help. Tell me what you know about the hostages. Anything. He says one of them has a heart condition. A pacemaker. He tells her to be careful. I love you, sweetheart. I love you too, Daddy.
Felicity will lock onto the pacemaker. Roy and Laurel gear up.
Felcity asks Ray for keys to his helicopter. He says he'd feel more confident if she knew they don't have keys. Oh, they don't? Is it on the roof? Yeah. Thank you!
Diggle pilots the helicopter with Roy and Laurel inside. It's been 5 years since I flew one of these things. Felicity tells them where to go.
Chopper arrives. Canary and Arsenal go to work. She's taking some lumps. Saves Roy. Tehy get to the Aldermen. Untie them and rush them out. She gets separated. Brick shooting at her. She tells Diggle she needs another way out. Brick searches for her. She tries attacking him from behind. Ends up out the window and grabbing the ladder on the helicopter. Bricks shoots at them as they fly away.
Oliver puts a shirt on. Maseo took care of the bodies. Oliver says you can't go back. Maseo cuts his neck. You did it in a successful attempt to escape. Oliver says comes back to Starling City with me. Maseo leaves them.
Hong Kong - Family reunited. Oliver says let me in on your bluff. Maseo says Amanda knew I'd try something and switched the vial. There's nothing I wouldn't do for my family. Tatsu thanks Oliver.
Lance meets the Canary. He says nice job. But the Mayor still caved. He has the addresses of every city person and means to hurt them. He asks her to get Chinese. She says I can't. He asks why she's avoiding him. She says she'll explain eventually. Just not tonight. I'm fine, Daddy.
Thea and Malcolm. She's still not leaving. You told me we're in danger and by who, but you didn't tell me why. Yes I did. So why run? Why not stay and fight? 7 months ago I asked you to teach me to not be afraid. Why are you asking me to be afraid now? He says I'm telling you, you should be afraid. She says I'm not. He should be afraid of us. Then we'll stay.
Felicity tells Ray the helicopter is back on the roof. And she gives him a quantum processor. Thought you weren't going to help me. She says with my help you might not end up dead.
Verdant. DJ came for his stuff. She says she's not leaving town. He calls someone. He's called Maseo!! Says Merlyn isn't leaving Starling City.
Next ep - Oliver wants to go home.

MALCOLM MAKES AN OFFER TO HELP TEAM ARROW — Still operating without Oliver (Stephen Amell) and desperate to stop Brick (guest star Vinnie Jones), Team Arrow is forced to consider Malcolm’s (John Barrowman) offer to help shut Brick down as Malcolm has a personal score to settle with the felon. Roy (Colton Haynes) and Laurel (Katie Cassidy) point out that the team could use some help to save the innocents of The Glades, but Felicity (Emily Bett Rickards) is adamantly against it. They look to Diggle to make the final decision. Meanwhile, the flashbacks chronicle Malcolm’s descent from kind-hearted father and husband to cold-blooded killer after the murder of his wife.
